Instrument Choice and Regulatory Culture and Institutions
It is clear that the choice and design of policies are highly affected by the regulatory culture of the legislative entity. In this task we will look at how different regulatory cultures among Member States shape the implementation of emissions trading in the EU. Further, we will investigate what the implications of these differences are for linking programs external to the EU. Experience from the inclusion of Accession countries may provide valuable lessons for the feasibility of expanding emissions trading to countries or regions outside of the EU, as well as for implementing emissions trading in developing countries.
Finally, the research will inform capacity building efforts in Accession countries, and ultimately developing countries, in order to enable them to participate successfully in emissions trading.
