Project Description - ETIC
Emission Trading (ET) has the potential to become an effective instrument for emissions reductions. It has been widely appreciated by industry, authorities and NGOs as an efficient tool for obtaining greenhouse gas reduction targets in a cost-effective way. But there are issues of concern both at an institutional level and at industry if ET is going to be the efficient instrument many people hope.

In this project we address key uncertainties and risks associated with ET, in order to improve our understanding of the mechanism and support the process of ET design, development, and implementation.

The project aims in part to monitor the development of the EU ETS, understand this process, and analyze alternatives in the light of empirical data and models. This will be done with an eye toward a longer time scale, beyond the 2005 to 2007 period, and beyond 2012 as well. Results from these analyses will be delivered as support to policy makers in the further development of ET given a broader institutional and policy framework.

Specifically, the objectives are to:

  • Support the process of developing an ETS for the EU and for an expansion of EU in 2005-2007, and beyond 2008
  • Support the further development of ETS for the Annex I countries in 2008-2012
  • Support the process of developing an ETS for Annex I countries and developing countries beyond 2012
