Clipore is financed by the Swedish Foundation for Strategic Environmental Research (Mistra) and  governed by a Swedish program board comprised of representatives of the public and private sectors as well as the academia.

Clipore is a large and complex program, involving a number of collaborating institutes spread across the globe. We believe that this approach is a large advantage for a research program aimed at effectively tackling the world's most global environmental problem, climate change. Structurally, Clipore is a consortium of nine international research organizations that are internationally renowned in the field of climate policy research.
 
The Phase 2 research is organized into five Work Packages (WPs) and focuses on various core issues related to the development and implementation of a future climate regime. In addition there is also a communication platform, a common activity for the whole program under the leadership of the Management Group.
 
The Management Group, consists of the Work Package Coordinators and one representative from each of the participating research institutes, and the Program Director.
